The outer drive of the southbound Benjamin Franklin Parkway is closed between 21st Street and 20th Street and the Parkway’s southbound inner drive is reduced from three lanes to two for activities related to the replacement of the 20th Street bridge, including construction of public space improvements and a new intersection of Winter Street and the Parkway.
Winter Street is now eastbound only between 20th and 21st streets. It’s intersection with the Parkway will be realigned as a right-turn-only “T” intersection with the Parkway’s outer drive as part of PennDOT’s replacement of the 20th Street bridge over I-676. Work on the new intersection is scheduled for 2017.
Along with the new intersection, PennDOT is creating a pedestrian plaza along the side of the Franklin Institute in the space created by the realignment of Winter Street. The plaza will be hard-scaped with paver blocks and landscaped with a variety of trees. Park benches also will be installed at the corner of Winter Street and the Parkway and along the Parkway’s outer drive between the Parkway and 21st Street.
